We've not had the sort of issues that you and Beagoodmom are working with but when our 5 + 6 year olds started excluding our 2 year old from play we convinced them that they could teach her how to play with them. We set the rules that doors were not allowed to be closed so they couldn't shut her out of play. And we helped them learn that their sister would do almost anything they asked if it meant that she got to play with them.

We bought a doctor kit and the little one was the patient that they helped. We showed them that they could teach her how to do the alphabet puzzle and other toys that she wasn't quite ready to do on her own.

Maybe oe thing that you could try is getting some toys that really aren't any fun unless you've got someone to play with. Simple card games like slap jacks is a fun one with our kids. Or playing with a soft frisbee.

Good luck and keep up the patience. You guys are doing great.
